[Lowfer] Mystery signal

I've been watching the 137.780 region during the days this week. There 
has been an odd signal just below Dex, and occasionally colliding with 
him. It looks like FSK to me, with operation every 10 minutes, sometimes 
missing one and landing at 20 minutes. Don't think this is some piece of 
wandering electronic equipment, and am curious whether anyone else sees 
it. The signal stays in a narrow range right near Dex, and seems very 
stable. The code (if that's what it is) doesn't show any regular pattern.

The attached screen shot was done in 10 second mode this afternoon. XKO 
and MP are the big signals.

Any thoughts? Anyone else see it? PLC?
