[Lowfer] west coast Navtex

Garry, 12c, Point Reyes has not been sending a lot of messages for 
awhile.  I usually have only been seeing just 1 or 2 during their time 
slot.  W and Q are normal.  Honolulu, 12o, has been sending about double 
what they have in past of late.
