No, it doesn't mean you could never move again. But "permanent" does not
mean you can just pick up and go at will--that's the very opposite of
"permanent."
"Fixed location" actually is defined elsewhere in the FCC Rules (Part 2,
which covers all services), so it can and will be made applicable to Part 97
if this restriction stands.
