I'm not sure how big of a deal the "permanent fixed location" clause would
be.  It kind of shocked me too the first time I saw it, but now I'm not so
sure it's a big deal.  These days ham licenses only have a mailing address,
not an operating address.  Wherever you happen to be at any time is where
your station could be as long as it's in the US.

Adding a clause like that seems strange since there is no basis in the ham
radio rules to define what a permanent fixed location would be.  I don't
think they mean to say that once you start operating you can never move
again during your lifetime.  So I would read this to include what used to
be called portable operation.  Or operating from multiple fixed locations.

There could be some value in bringing this up in reply comments - to
clarify things.  But then again that could backfire.  I think it is better
to just let it slide and use the existing definition of permanent station
location (none) as your guide.   If the antenna/transmitter is attached to
a ground rod that makes it a permanent fixed location in my opinion.
