[Lowfer] FCC NPRM for 2200 and 630 Meters

several years ago when running tests with New Zealand on 2200m, we were set
up at a very quiet island location runnning VA7LF. The location was
dead-quiet and tuning across the band was like listening to 20m CW, except
the signals were all PLCs, we assumed, coming from the coast of Washington,
on the other side of nearby Juan de Fuca Strait...it was eye-opening to hear
so many of them as back home here (also a quiet location) I could only hear
a couple of them very weakly.
