[Lowfer] FCC NPRM for 2200 and 630 Meters

It is definitely a messy way to make rules. The good news for 2200 meters
is, we finally do get a spot in the table of allocations per WRC-07. The
bad news is, now we have to wade through yet another rulemaking proceeding
to get actual rules and authorization to use it.
The good news for 630 m is, the ARRL petition finally has been elevated to
the NPRM level after more than two years in limbo. Bad news: same as
above...a lot of wading and waiting yet to do.
Time to warm up the typewriters and word processors again, and get ready for
when this notice is published in the Federal Register.

(FWIW, I don't think I exactly "agreed" with UTC on the antenna point, the
way the FCC phrases it in this document. In my view, it was more of an
amplification on something they said in their initial comments, as a way of
defusing some of the absolutist arguments the industry has used in the
past...a foot in the door for a bit of reason, if you will. In any case, it
seems to have had the desired effect thus far. The FCC no longer seems quite
so fearful that we amateurs are the enemy of safe, reliable electric power!
Now let's see where it goes from here.)
