yes exactly - NPRM is Notice of Proposed Rule Making - all US Federal 
agencies must post this and collect public comments for some period 
before implementing the rule.  that's how changes are made at the agency 
level, so it doesn't have to involve "an act of Congress".  or rather as 
Mark Twain said, "Progress, not Congress!"
