[Lowfer] TACAMO on 27.2 kHz

I use an ICOM R9500 here that is GPS frequency stabilized and use waterfall
on the audio to measure the frequency.  I always use the center of the
shift.   MARK vs.  SPACE and usb vs. lsb lead to disagreements in
convention.
