[Lowfer] XNI SIW reception

Jay, thanks for another nice lowfer capture. It's probably too cold to 
do it this "season" but next Fall I think I'll stretch out the ramp 
period to at least twice as much. At about 90 seconds the current period 
isn't really adding to detectability. At least on HF having a period 
much longer than the usual QRSS3 really helps. Perhaps a period long 
compared to QRSS30 will do the same at LF.
