[Lowfer] 518 kHz Navtex QRM

Last time this happened, it was New Orleans leaving a carrier up.   I called
them and they found the problem.
Watch during the broadcast to see when a station does its transmission if
the carrier stops.
I would myself but just out of minor sugery.
