I'm not really objecting to its performance, Bob. Although, from what I saw
a couple of weeks ago in a test of WSPR 2 on HF, performance is not all that
hot, either. QRSS3 would have worked, where WSPR 2 just plain didn't.
As for the frequency situation, I suspect "that's not a bug, it's a feature"
applies here. The idea of WSPR 15 is apparently to go slower and narrower
than the HF modes, from what I've read, and in 15 you don't use but roughly
an eighth as much space. The program only examines a 25 Hz band for
signals, so they shifted the default for 15 mode to just above the original
200 Hz slot, leaving it clear for the faster modes. If you choose a tone
between 1600 and 1625, it looks like it ought to work.

That's the philosophical problem I have with it, Bill. You _can't_ QSO with
WSPR. It's not a communication mode in and of itself, it's a propagation
reporting protocol. Call sign, grid, power in dBm...that's all you get to
stick in each transmission. Fine for propagation spotting, sort of OK for
beaconing, but no QSOs.
