[Lowfer] First decode of Navtex W

Good to hear about Greenland/W J.B. Nothing decoded here yet from them 
thanks to station U that has been sending well past it's official 10 
minute window. For me, Greenland/M has been decoding several days in a 
row, probably because it has no competition at the time. When winter 
conditions really kick in hope to pick up some of the Europeans Jay has 
decoded on 490 kHz. For now all I decode are the Canadian "locals".
