[Lowfer] Odd navtex message

this is frequent occurrence. More commonly seen on Miami and New Orleans 
broadcasts if my recollection is correct. I have even seen broadcasts 
referencing items in Hawaii.

Why? Don't know for certain but possibly related to their automated 
system and some messages occasionally getting misrouted and appearing on 
more than the intended broadcast.
