[Lowfer] Odd navtex message

Overnight I had some good copy of a number of navtex broadcasts, but there's one that has me puzzled.
The station is $04F, Boston, but the body of the message relates to Los Angeles and Long Beach.
I have never seen this before, and a search for a station F in the area 12 Pacific turns up zilch.
Why would an east coast station broadcast a message about the west coast? Any ideas?
