[Lowfer] 13 MHz HiFERs?

I'm copying that now (1440Z) in Illinois. I have it at 13555.49. It's
about S3 here. There's a much weaker signal in and out of the noise
120 Hz above that doing the same thing, but it is so weak I can't get
a good enough copy to tell what it's sending in QRSS. It does appear
to have some dashes in the callsign, though.
