[Lowfer] 13 MHz HiFERs?

I saw something like that today.  It was CW FSK from station EH in East 
Haven, CT.  The 'E' and the 'H' are pretty close together.  At first I 
thought I was just seeing an occasional group of five FSK pulses.  It is 
listed as being on 13555.461.  I saw it near that frequency, although I 
can't trust my receiver to be so accurate at that frequency.
