[Lowfer] 518 kHz Navtex

The Puerto Rico Navtex station again functioned correctly so no problem 
with QRM. Stations decoded were: area 4 = A,B,C,E,F,G,H,I,N,P,Q,R,U, and 
X; area 12 = C,H,Q, and W. Although that's a good showing, signals are 
down compared to late Dec/early Jan when area 4 stations M and W and 
area 12 stations D, O, J, and X were occasionally copied.
