Hi Pat,
That is odd that it would come on and off at exact 15 minute intervals,  so
you may be right about it being an actual WSPR15 signal.
 
I see squiggler lines all the time on my WSPR screen but never ones
that come on and off at exact 15 minute intervals. I don't see a similar  
type signal
down here near the same frequency on my screen today. I am about 200
miles SSE of you in SC.
 
If it is an actual WSPR15 signal of some type I don't think a WSPR  decoder
would be able  lock onto an unstable signal like  that?  I did check for 
your micro power signal 
down here today but no trace seen so far.
