[Lowfer] 518 kHz Navtex

The Puerto Rico station again failed stuck on sending mark tones after 
its 0650Z time slot transmission. I reported this to 
timothy.rulon at noaa.gov based on contact information at 
http://www.nws.noaa.gov/om/marine/phone.htm.

Does anyone know for sure how to report Navtex problems? DGPS has 
problem reporting instructions at 
http://www.navcen.uscg.gov/?pageName=dgpsUserInput but I haven't found 
anything similar for Navtex. On Feb 13, 2011 when the New Orleans 
station failed to shut off the problem was only resolved thanks to David 
Wilson and his knowledge of how to contact them.
