I had a power line noise like that years ago on the 45 kv line nearby.  
It was visible at night!  The power company sent out a crew and found 
the bad insulator right away.  While they were there I took a portable 
2M SSB radio, IC-202, and a small beam antenna out with me to see if 
there was any outer noise sources.  I found three other insulators that 
they gladly replaced.

At times, usually during very dry dusty conditions, I can hear power 
line noise on 144 MHz when I beam toward the power line but I can't 
detect it on LF.  I assume the reason is that LF background noise is so 
much greater than at VHF.
