[Lowfer] strange signals

It is amazing that I am able to copy any Lowfer signals in the 185.3 kHz
"watering hole". I have some strange signal centered on 185.2 kHz, that is
a steady carrier, interrupted by what I can only assume are some sort of
data bursts every three to five seconds.
Here is an audio file of the signal. The receiver is tuned to 185.2 kHz, CW
mode, with a 700 Hz BFO tone, 2.7 kHz SSB filter.

Times are in UTC, so this is noon my local time.
The carrier keeps my s-meter on a steady S5.
Anybody have a clue what this is? I can only assume it is some sort of
utility company data transmission.....
