   You would have to be more specific about the size of the vertical and top hat but I can give two examples that might help guide the discussion.
I modeled a  90' tall vertical with a 309' single wire top load (vertical "T")  (essentially the antenna in use at WE2XGR/6) and came up with a gain of -10dBi.
Fritz modeled his 45' vertical with no top loading and came up with a gain of -16dBi


So for the 90' top loaded case 50W into the antenna would yield 5W EIRP and for the 45' vertical with no top loading 200W into the antenna would yield 5W EIRP.
