Note, of course, two things:

1. The allocation would not be available for implementation by the 
various countries until 1 Jan 2013 at the earliest.

2. Some countries might not choose to implement it. For example, the 
135.7-137.8 kHz segment was similarly approved at WRC-07, and never 
authorized in the U.S.
