Hi Garry,
      Yes it looks like it could be stabilized by controlling the x-tal 
temp. I saw a really cheap and dirty way to do this on N1EQ's web page:

Or I could use an old Motorola crystal oven, I'm sure I have a bunch of 
thoses somewhere around here...
