Hi David,
There are two strong VLF stations now on these frequencies.
The strongest in on 23.55 kHz, which is relatively close to
my location and the relative signal indication is S9+40dB.
I also receive the station on 26.7 kHz (tentative TBB) at
S9+10dB. See spectrum captures of the two signals using a
narrow filter (500 Hz) at the following links:
