I don't have an idea what Bill was using to generate the WM waveform. I  
think 
someone can do something similar using an HP3336A/B/C signal
generator in sawtooth mode. I believe it can generate a very slow 
sawtooth waveform and tune in milliHertz steps if wanted. It is
a very unique signal generator with unique capabilities. It can
be locked to a 10MHz external GPS standard also.
