According to

VTX1,2,3,and 4 are co-located at grid MJ88vj and share a multi-tower 
antenna. Thus, it seems that VTX2 and VTX4 do not simultaneously transmit.

I recall that you received VTX4 last winter around local sunset and 
that's when I picked it up weakly a few times on 19.2 kHz (the above web 
page cites the frequency as 19.4 kHz but other sources list 19.2 kHz and 
that's where we found it). It's interesting that you are receiving VTX2 
around local sunrise rather than sunset. Nothing on 17 kHz has been 
copied here yet at any time, other than an obnoxious spur.
