Simply because Part 15 applies to all non-licensed radiators that aren't 
covered by other Parts.  Our hobby operations are covered in the "Radiated 
Emission Limits, Additional Provisions" portion of Subpart C, Intentional 
Radiators.

Section 15.215 (a) explicitly says "Unless otherwise stated, there are no 
restrictions as to the types of operation permitted under these sections." 
QSO, beacon, exhange computer files, play DJ, operate radio-control 
vehicles, try to summon UFOs...those all fall within the legal definition of 
telecommunication.  And it's all permissible under the alternative 
provisions beginning at 15.215 as long as you meet the technical 
requirements of the subsequent Sections, don't eavesdrop (Sec. 15.9), and 
don't do other things contrary to the Communications Act like interfering 
with authorized radio services.

That's the legal basis for all legitimate Part 15 hobby operation.  As for 
13.56 MHz specifically, those technical requirements are in Sec. 15.225.
