Right, but how about operating under Part 18 (not 15 at all) alone under 
"scientific", it seems if we follow part 18, the frequency is available and 
power unlimited?

I wondered about the old reference to a no longer valid footnote, the CFRs 
are full of such things, but though I may have missed it.
