I have several messages discussing HiFer on the longwave email board 
during the second week of May 2001.   Below is the first I have saved:

Been there, done that--and it IS a great place to experiment!  (If one isn't
located too near ISM equipment using the band, at least.)  Back in the days
of the Northern Observer, I operated in the 22m band one summer.   Having
the highest permitted field strength of any Part 15 band (equivalent to
1.8mW into a quarter-wave groundplane antenna, as I recall), the local
direct wave coverage was surprisingly good.  Not too many people were
listening for it at that time, though, so no subtantial DX resulted.

For sideband considerations, AM pretty much needs to be at or near the
center of the band, where things tend to be noisier on average,
unfortunately.  But I'll bet if we put some WOLF or QRSS signals off-center
a ways, we'd likely achieve some amazing results!  I, for one, will be glad
to do some monitoring whenever I am able this summer, and might eventually
be able to get a milliwatt and a fraction on the air too.
