[Lowfer] Capacitor Top Hat for a Vertical

Hello The Net:

Someone had a nice design for a top hat with telescoping aluminum tubing 
as radials and
interconnected with wires.

I have tried a top hat constructed of an outer ring of 3/4" PVC 
electrical conduit
with interconnecting radial wires, but that did not hold up. I need to 
redesign/rebuild.

Could someone point me to that website (again) ?
