[Lowfer] Good pre-sunrise conditions to the west of IL

Relative quiet continued all night and old, reliable NDB MOG on 404 kHz, 
-1052 Hz, 7.97s was noted around 0930Z. Couldn't find anything from LLD, 
HI on 353 kHz but many western DGPS stations were coming in well. A new 
one was #795, Bakersfield, CA, sending 100 baud on 305 kHz. NWC was 
quite strong on 19.8 kHz but haven't seen the Alpha VLF time signals 
since Spring.
