I just listened at 1815UTC and there was a tremendous strong steady  carrier
on exactly 17.600 KHz. Signal strength was S-9+20 on the R75 with the  
Ratzlaff 
active whip up 40 ft, which is about equal in strength to the VLF  station 
in North Dakota 
25.20KHz at my location in SC.
 
About 2 minutes later the signal disappeared, then reappeared 
at 1820UTC with a carrier on 17.825KHz that periodically shifted down
50Hz to 17.775KHz, then back up to 17.825KHz. This signal again  
disappeared after about 2 minutes.
 
Interesting! The signal is definitely frequency agile which is no easy  
trick on VLF
at this high power level. They must have some kind of quick-tuning antenna  
tuner
if they are airborne using a trailing wire antenna.
