[Lowfer] Navtex QRM 518 kHz

No one else has commented on the interferer J.B. and I copy on the 518
kHz Navtex mark frequency (-shift/2). Tonight it's coming in at -66 dBm
on my SpectraVue waterfall, compared to -90 dBm for $04N, Chesapeake,
Virginia. This makes decoding impossible. Since J.B. and I are over 300
miles apart, it would seem this interference is widespread and hindering
maritime users. So it should be reported to responsible authorities, but
just who are they? Does any one know? The US Coast Guard site at
http://www.navcen.uscg.gov/?pageName=NAVTEX lists links for reporting
problems with GPS, DGPS, etc. but I don't see anything for Navtex.
URL=http://www.nws.noaa.gov/om/marine/navtex.htm indicates reception (or
lack of) reports can be sent to marine.weather at noaa.gov but that doesn't
seem sufficiently urgent.
