[Lowfer] 15.1 kHz VLF

The French are back on it.  When I was listening to VLF back in the early
70's this was one of their regular frequencies.  They have been varying
things lately.  Both 62.6 and 65.8 were down over the weekend (62.6 is
back).   No sign at the moment of either 20.9 or 21.75 but 15.1 is probably
using the antenna of one of those.
