Hi Clive,
The signal strength on 15.1 looks pretty low on DF3LP's receiver in  
Germany,
much lower than Anthorn 19.6.  Lionel Loudet would be the one to ask  if the
signal is coming from France.
 
Signal seems much too strong to be coming from France compared to my
normal daytime levels from 20.9 and 21.75 recently. I do notice that 21.75  
is
off the air right now.
 
I would still think this is TACAMO with a full-size  airborne antenna  at 
30,000 ft. That
would be considered a super power transmitter on VLF. 
15.1KHz is low enough to explore signal levels on the different WWLLN  
worldwide
lightning location network receivers for signal strength.
