Looking at the morning dip at the tx site as seen from AK - Im guessing that sunrise is appx 2 hours earlier that DHO38 and using longitude only that would make the site some 30deg E of the German site - so somewhere in the Arab peninsular or maybe nearby seems a reasonable guess. Its pretty strong in AK in relative terms compared to some Europeans -
 
I was operating out of Oman a couple of years back and dont recall any really strong intermittent VLF sigs in the area - but there again it may have been a quiet time not when most of the countries down that way are in a little turmoil at the moment.
