Pages 50-52 of the journal of The Communications Network (formerly the Institute of British Telecommunication Engineers, and earlier the Institution of Post Office Electrical Engineers) for October-December 2003 had an article on "Realising a Quarter Wavelength Vertical Monopole at Low Frequencies - by Balloon". This was shortly after GBR on 16kHz had ceased operation.

The paper described a vehicle-mounted system with a helium-filled balloon capable of supporting a 1500m vertical. Operation on the move was not expected.
