There!  I dug out the magic wand from my old McDonald's Happy Meal 
("Caution, sharp stick. Not for children to play with."), and in my best 
Harry Potter bastardized Latin exclaimed, "Expello Obsoletum!"  And the 
outdated rules links are magically gone.

Well, probably most of them.

I also added a little clarification to some of the wording, though more is 
probably needed.  The ground plane statement as I wrote it is only true for 
a sufficiently elevated antenna (and ideally one with drooping radials).  At 
ground level, it would behave too nearly like a monopole, and one would need 
to use a more conservative power input to meet the requirements...which is 
unfortunate, since the pattern gain of the monopole at low angles will 
quickly be consumed by earth losses as the signal travels much beyond the 
prescribed measuring distance.
