[Lowfer] Proposed new band at 461-469 and 471-478 kHz

I have enough trouble getting people interested in the
VHF-UHF-microwave bands. Most people don't seem too interested in
listening to noise for hours. I have a feeling there will not be a
tremendous amount of activity if those new bands are created, just due
to this fact.

There will be a few of us who would stick it out but I think it's the
same people who are on this reflector.
