[Lowfer] Proposed new band at 461-469 and 471-478 kHz

Interesting that the FCC and NTIA are supporting a new ham band at 461-469
and 471-478 kHz.
I did a quick check on the airnav web site but couldn't find any NDBs in the
entire 461-478 range. So what are they trying to protect at 470 khz? They
mention protecting NAVTEXT at 490, but no mention as to why the "hole" in
the proposed band at 470.
Also interesting that in the word document about this on the FCC web site
there is an apparent typo where they refer to the 471-487 khz range.

The Federal Communications Commission and the National Telecommunications
and Information Administration -- the spectrum regulators for United States
private sector and government users, respectively -- have agreed to support
a secondary MF allocation to the Amateur Radio Service at 461-469 kHz and
471-478 kHz at the 2012 World Radiocommunication Conference (WRC-12), to be
held in Geneva, Switzerland from January 23-February 17. FCC and NTIA
officials formally presented the proposal at a meeting of the Second
Permanent Consultative Committee of the Inter-American Telecommunication
Commission, held August 30-September 3 in Fortaleza, Brazil.
