Hi Jay,
I have heard that signal before several times. I think it is related to  
TACAMO 
(Take Charge And Move Out). It may be a test of the airborne  TACAMO  
system,
which uses an aircraft with trailing wire antenna on VLF. 17.9KHz is  TACAMO
"Channel One."  It is an extremely strong signal here in the  U.S.
