Andy,
It sounds like you have A/C common mode noise on your feedline. I 
suggest you use a 1:1 transformer in the feedline to DC isolate your 
receiver from your antenna. That should stop that high noise floor. That 
is likely the #1 reason you do not hear signals on 1750m.
