This is all I could find in the WE2XTU application:
"the applicant proposes to use the frequencies, emissions, and locations in the above
application to examine antenna designs, perfect antenna designs, and make new
antenna designs employing unusual material velocity factors in order to reduce
antenna size while keeping or increasing antenna efficiency."

Being a microwave experimenter myself, I think I am in contact with just
about every other microwave/mm wave experimenter in the USA and several
overseas. I have never seen his name come up anywhere in those circles
before.
