Andy Mouser has a 28.000 mhz xtal( not overtone type) :

iF THAT WONT WORK FOR YOU THERE ARE PLENTY OF 27.000 MHZ XTALS. I think
the htx-100 can be modified to 27.000 band, ch19 is 27185 , or you
could pick up a 23 channel cb rig.
