[Lowfer] 12.450 KHz Data Signal

tried decoding the filtered signal with MultiPSK, and the CCW ( OOK-FSK )
setting kept reading the following ::

T    TE      E    E          TE      E   TE          TE      E   TE          E      E   TE          TE      E   TE          TE        TE          TE      E   TE          TE      E   TE          TE      E   TE          TE      E   TE          TE        TE 

50 BAUD - 85 Hz shift. ...  Is there a " TE " utility station that is
known about, or military for that matter ?? That is assuming that the
decodes I have are correct. I have no way to know.
