Actually, you do.
The FCC requires semi-annual proof or performance tests to be done by the
cable company. These include tests that quantify the performance of the
baseband of the system, as well as egress issues. You can request copies of
these, as well as details about their leakage testing. They are required to do
these drives to test for leakage regularly.
These would include what you are seeing, egress leakage from the system.
Have you tested in the VHF range? 145.25 MHz is a good place to look with ham
gear.
If you see egress, contact the plant manager of your cable system and report
the issue to them. If you get no response, contact the FCC. The cable company
is required to fix the egress, whether that is due to something in a customer's
home, such as poorly installed connectors, cable that is sub-standard, or
other reasons. If the customer does not have a wire maintenance plan, the
cable company may disconnect them and red-tag the door until the issue is
fixed.
They cannot just blow it off.
