[Lowfer] TAG and XR in NE IL

Just decoded TAG on Wolf here so the cold weather isn't hurting 
reception. Have been trying to decode XR4TN on WSPR but no luck yet. Can 
see the signal very weakly on the software waterfall but not strong 
enough for decode. But Andy's TX is working great as W8AC has decoded it 
several times so far and that 428 mile path is nearly as long as mine.
