Hi Rick
Start by running your rig and antennas on a battery and switch off the
mains to your house. If all the noise goes away then its you. Most
likely its a combination of you and your neighbours.
Find all the noise sources in your house first and eliminate them all...
One light dimmer is one too many in my opinion. Look also for
electronic halogen light power supplies they are usually pretty bad.
Once you got all yours start making moves on the diplomatic front with
neighbours.
Is your neighbourhood fed with only one phase or more?
Most likely the e-field whip is going to get clobbered by anything that
even thinks its noisy. I've never had much luck with active whip
antennas. I'm a RX loop man and find they are the only way to really
control noise.
