[Lowfer] /500 CT-64 : What mode is this ??

[Andy - KU4XR]

Listening on 30 meters, and a transmission starts by printing
a visual text on the waterfall that shows /500 on one line,
then on a line above it shows CT - 64. This is followed by 
" warrbling tones " and is 500 cycles wide of course. I can't
find the mode to decode it. Can someone tell me what it is ??
